When these vintage amplifiers were originally being built, carbon composite resistors were what were available in cheap quantities, so they were used. They came with some undesirable characteristics: 20% specification tolerance from unit to unit, noisy operation and characteristics varying with different voltages. Metal film resistors can cost less than a penny each, can meet a 1% specification tolerance, are smaller, and generate less noise. If Leo Fender were still building amplifiers today these are what he would use.
